Western New York Quality Measurement Collaborative (WNYQMC)

WNYQMC was formed by the three full-service health plans – BlueCross/BlueShield of Western New York, Independent Health and Univera Healthcare – as the governance organization for a New York State Department of Health (NYSDOH) grant to implement a pay-for-performance program targeting improved provider performance in acute heart attack treatment, diabetes management, antibiotic use, and infection control. The project also examined physician performance on preventive health measures, including treatment for asthmatics, the use of anti-depressants, and post-partum visits.

  The following were the deliverables to NYSDOH:
  • Develop a legal and project governance infrastructure to allow the stakeholders to collect, aggregate, analyze, benchmark and report physician performance for the years covered in this grant (2005-2008).
  • Negotiate/contract with the data aggregator who is assigned to produce physician-level reports on the 19 selected HEDIS® measures.
  • Negotiate/contract with the third-party vendor that developed baseline reports (in the form of a private access web portal) for review by primary care physicians who qualified for one or more of the quality measures (patient n ≥ 30).
  • Provided pay-for-participation honorariums, with funding provided by the health plans and matched by the NYSDOH, to primary care physicians who review their quality reports.
